The NC-TOPPS: ADATC Purpose

The North Carolina – Treatment Outcomes and Program Performance System: The Alcohol and Drug Abuse Treatment Center (NC-TOPPS: ADATC) is the program by which each ADATC and the North Carolina Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS) measures outcome and performance. The NC-TOPPS: ADATC captures key information on the patients current episode of care, measures progress towards treatment goals, aids in evaluating the quality of service delivery and provides data for meeting federal performance and outcome measurement requirements. It supports the ADATCs in their responsibility for providing medically monitored detoxification/crisis stabilization and short-term treatment, preparing adults with substance abuse problems for ongoing community based recovery services. In addition, the NC-TOPPS: ADATC facilitates the transition of the consumer from one level of care to another.

The NC-TOPPS: ADATC is designed to be used cross-facility in order to identify and build on the strengths of each program while borrowing from and sharing ideas towards growth and improvement. This tool allows the program to focus individually on patient care and how each individual progresses through treatment in order to maximize the effectiveness of track matching for improved outcomes.

The web-based NC-TOPPS: ADATC is fully implemented statewide in the three ADATCs:

  • R. J. Blackley ADATC – Butner, NC
  • Walter B. Jones ADATC – Greenville, NC
  • Julian F. Keith ADATC – Black Mountain, NC
